How do I disable commenting on my blog?

You have 3 options:

Allow on all posts
Can be disabled on a per post basis
No Comments are allowed on this blog

You can find these settings in Blog Settings > Features

If you choose to allow commenting then if someone decides to comment you will always get the chance to approve it first. Any new comments will appear on your dashboard. You will also get an email notifying you.
